Check the bench before searching every shop
In an October launch discussion, a player could not find waterwear in the shops and asked whether they could use the bathhouse. The first answer was to sit on a bench for experience. The questioner thanked the responder for that solution.
This establishes a useful action to check while you lack the clothing. It does not prove that every pool interaction or bathhouse quest is available without waterwear.
Where players found waterwear
Another reply in the same launch discussion reports obtaining waterwear at a spring festival, and the questioner again acknowledges the answer. The thread does not establish a precise calendar date, vendor location or price.
Keep the clothing search tied to that event clue rather than assuming it must be in a regular shop. Check your calendar and event dialogue when the relevant festival is available. Those are suggested checks; this page cannot supply an unverified event timetable.
What the developer said about the demo
In the June demo thread, Eastshade Studios explains that the bathhouse gives XP once per day, does not refill mana, and that waterwear is unavailable in the demo. This is a dated developer answer, with a narrower scope than the October launch reports.

A demo player reported a small numerical XP gain, but that is not a verified current-build amount. Use the feedback shown in your installed game rather than a made-up bonus table.
If your bathhouse objective is different
The clothing and bench answers are separate from planting a seed, playing a beach song, or completing the Briny Bathhouse quest chain. If the objective asks you to use a song, check world casting and pinned songs instead of treating the bench as a quest-completion action.
